India Imposes Anti-Dumping Duties on Carbon Black

India’s Central Board of Customs and Excise has imposed anti-dumping duties on imports of carbon black used in rubber applications from Australia, China, Russia, and Thailand. The carbon black duties range from US$ 0.078 per kg to US$ 0.195 per kg based on the country of origin and the specific exporter. The duties will be in place through January 29, 2010.

In investigating the complaint, the Ministry of Finance found that 1. carbon black has been exported to India from the subject countries (Australia, China, Russia, and Thailand) below its normal value;

2. the domestic industry has suffered material injury; and

3. the injury has been caused by the dumped imports from subject countries.
